It is unlawful for any person, whether as owner or occupant, to maintain or permit the maintenance of any privy vault, cesspool or place where human or animal excreta or sewage is kept or deposited, upon any premises within the corporate limits of the city, except as otherwise provided by the city code.

    The city may regulate the repair and use of cisterns, cesspools, pumps, culverts and drains within the city. They may require that wells and cisterns be

sealed; and the maintenance of any privy vault, cesspool or place where human or animal excreta or sewage is kept or deposited is declared a nuisance and may be abated as such. (Prior code § 27-3-18)
