In addition to the base transport fee required to be paid pursuant to Section 8.04.010 of this chapter, for each person transported by the Columbia Emergency Medical Service, without regard to the number of persons transported in connection with each transport, trip or call in a single ambulance, there shall be required to be paid a transport mileage fee, calculated as follows:
