Division 2.1 of Article 10 of the Illinois Municipal Code, as amended, (Ill. Rev. Stat., Ch. 24, Sec. 10-2.1-1, et. seq.), is incorporated in and made part of this chapter the same as if recited herein verbatim. In case of any conflict between the provisions of this chapter and said Act, said Act shall control. If, and as, the Act is amended, from time to time, the provisions of this chapter in conflict with the Act as a result of the amendment, shall be construed as having been amended by the amendment to the Act and shall be read, construed and applied in accordance with the provisions of said amended Act.
