Pursuant to the provisions of and as required by Division 2.1 of Article 10 of the Illinois Municipal Code for municipalities of at least five thousand (5,000) and not more than two hundred fifty thousand (250,000) population, effective when the Federal census of 1990 establishes the population of the city, to be five thousand (5,000) or more, a board of fire and police commissioners, consisting of three members, is established for the city.
