The board of health shall have the powers and perform the duties assigned to it by statute or ordinance. It shall be the duty of the board of health to enforce all ordinances of the city which relate to public health, or relate to nuisance.

    The board of health shall make all necessary rules and regulations for the protection of the health of the inhabitants of the city and to guard against the spread of contagious diseases, and to prevent by necessary rules the diseases, contagious or otherwise within the corporate limits of the city.
