Unused vacation for the final year of employment of a full-time appointed city officer and accumulated vacation for such officer shall be paid to said officer at the salary rate applicable to the officer for the vacation time involved, at the time he or she retires or is terminated, or shall be paid to the officer’ s estate or duly authorized legal representative in the event of his or her death.
