A majority of the aldermanic members of the city council or the mayor and one-half of the aldermanic members of the city council shall constitute a quorum thereof, but no ordinance or measured for the expenditure of money shall be passed except upon the favorable vote of a majority of such aldermanic members as specified by statute.
