This district is intended to provide for certain low intensity office uses located near or in residential areas, and to provide a neighborhood friendly atmosphere. It is intended for areas which are important to the city from the standpoint of image and presentation.

The vision for this district is to create areas of the city which have low intensities of usage and are free of auto-dominated characteristics such as drive-through services, or large parking lots.

The character of such districts should be defined by the following qualities or features relative to other districts, such as: low density with minimal building heights, small parking lots, more landscaping, low vehicular densities, low lighting levels, and low ambient noise levels.
