All entrances and exits to parking and loading areas from a public right-of-way shall be subject to specific approval by the city engineer in accordance with the site plan review requirements contained in Section 17.54.220 in order to ensure the smooth and safe circulation of vehicles to and from the public street system. In no event shall parking or loading spaces be provided in a manner requiring the backing out of vehicles into public rights-of-way. (Ord. 1743 § 1 (part), 1999)
