A.    Within this district, no building or structureshall hereafter be erected, reconstructed, altered or restored unless and until the application for the building permit has been approved as to exterior architectural features which are subject to public view from a public street, way or place, by the city plan commission.

    B.    No building within the historic building district shall be razed without obtaining a permit approved by the plan commission, and the plan commission shall be empowered to refuse a permit for any structure of such architectural or historic interest, the removal of which, in the opinion of the plan commission, would be detrimental to the public interest of the municipality.
