Section 17.02.020 Purpose.

    This title is adopted for the following purposes:
    A.    To promote the public health, safety, comfort, morals and general welfare;
    B.    To secure adequate light, pure air, and safety from fire and other dangers;
    C.    To conserve the values of property throughout the city and to protect the character and stability of agricultural, residential, business, and manufacturing areas, and to promote the orderly and beneficial development of such areas;
    D.    To lessen or avoid congestion in the public streets and highways;
    E.    To lessen or avoid hazards to persons and damage to property resulting from the accumulation or runoff of storm or flood waters;
    F.    And in pursuance thereof to permit the corporate authorities of the city to exercise the powers enumerated in Division 13 of Article 11 of the Municipal Code of the state of Illinois, which powers may be exercised within the corporate limits or within contiguous territory not more than one and one-half miles beyond the corporate limits of the city and not included within any municipality.
