No person shall establish, maintain, conduct or operate any new mobilehome park after the adoption of this chapter without first obtaining a license therefor from the city clerk. Such license shall expire at midnight on December 31st of each year, and the license shall be renewed from year to year upon payment of the annual license fee. The licensee shall pay the city clerk on or before January 1st of each year the annual license fee which shall be set by city ordinance from time to time. Licenses issued for less than one year shall be pro rated on a monthly basis. Any fee once paid shall not be refunded. Licenses issued under this chapter are not transferable.
