Where a public sewage collection system is within a one thousand (1,000) foot distance, connection shall be made thereto and the public central system shall be used exclusively. An independent central sewage system to serve the mobilehome park shall be permitted only after a permit has been denied to connect into a public sewage collection system, expressed approval has been granted in writing by the city council, and the plans and specifications for the sewage system have been approved by the state of Illinois Environmental Protection Agency and the city council.
