All off-site and on-site utilities must be provided by the developer, solely at the developer's expense, and conform to all applicable city, state and/or federal requirements, except that the city may provide certain off-site utilities by serving notice of its intention to do so upon the developer at least one year prior to the actual demonstrated need for such utility service.
