Each committee member shall be appointed by the mayor with the advice and consent of the city council. The committee shall select one of its members to act as chairperson, one to act as vice-chairperson, and one to act as secretary. Each committee member shall hold office for two years from the date of his or her appointment, and until his or her successor has been selected and qualified. At the initial appointment of the committee, three members shall be appointed for two-year terms and two members for one-year terms; thereafter, all appointments shall be for two-year terms. With the advice and consent of the city council, the mayor may remove for cause, after a public hearing, any member of the committee. Vacancies in the committee shall be filled for the unexpired term of the member whose position on the committee has become vacant in the same manner as provided for the appointment of new members.
