Section 15.24.030 Restoration of lot.

    When a building is demolished pursuant to a demolition permit issued by the city, the debris created thereby shall be removed from the real estate premises and disposed of at a solid waste landfill authorized to receive the same under the laws in such cases made and provided or as may be otherwise authorized by law, within fourteen (14) days after the building is demolished. All combustible materials shall be removed from the premises. Basement floors shall be removed and cavities (such as but not limited to those created by basements, cisterns, septic tanks or cellars) shall be backfilled with dirt (and not with debris or other types of combustible or noncombustible fill material).
    Prior to backfilling of such cavities, the premises shall be inspected by the building inspector to verify compliance with the provisions hereof. Backfilling prior to obtaining the necessary inspection by the building inspector may result in removal of the fill material at the property owner's expense, in order to verify compliance herewith. After demolition of the building and removal of the debris created thereby, the real estate premises shall be graded, seeded and maintained in conformity to the established street grades at curb level (where there are curbs) or street level (where there are no curbs) at the subject building site. Finish grading shall be made and maintained so as to avoid the accumulation of water on the subject real estate premises or the illegal diversion of water onto adjoining real estate premises.
