It shall be the duty of the owner and occupant of every house in the city to have placed thereon, in a place visible from the street, figures showing the number of that house; any person, firm or corporation failing to so number any house owned or occupied by him or if after receiving notice to do so from the city clerk shall fail to do so shall be fined one dollar ($1.00) for each day on which the failure to so number continues.
