All meters shall be read monthly and bills for water service shall be rendered monthly. If payment of any bill is not made on or before the fifteenth day of the month following the period for which service was rendered, a delayed payment charge of five percent of the amount of the bill shall be imposed and shall be collected as a part of the monthly charge for the water.
