Any city resident who is a motor vehicle or motor bicycle owner who fails to pay the city license fee required by Section 10.20.030 or who fails to properly display the city license plate, tag or decal issued therefor, in accordance with Section 10.20.070 shall be subject to payment of a fine of not less than twenty-five dollars ($25.00) nor more than fifty dollars ($50.00) for each such offense, and each day a violation occurs or continues shall be deemed a separate offense.
