All revenue derived from such license fees shall be kept in a separate fund to be known as the vehicle license fund which shall only be used for the following purposes, as the City Council shall, from time to time, decide: (i) to pay the costs of collection of such motor vehicle license fees; (ii) pay the cost of improving, paving, repairing or maintaining the streets and other public roadways within the City; and (iii) not to exceed thirty-five (35) percent of such revenue may be used also for payment of salaries and wages of City Policemen who are engaged in the duty of regulating traffic in the City.
