License plates shall not be transferred from one vehicle to another, but the same may be reissued to the original licensee for the remaining portion of the calendar year. Application for reissue shall be made to the City Clerk and reissue shall be made upon payment of two dollars and seventy cents ($2.70) into the City treasury, and the making of an affidavit of the destruction of the original license.
