The annual fee to be paid for vehicle licenses shall be in the amount as set by city ordinance from time to time.

    Owners of motor vehicles who become residents of the city after April 15th of any calendar year must purchase the motor vehicle licenses required by this title within thirty (30) days of becoming residents of the city and must display their licenses (as provided and required by Section 10.20.070) within twenty-four (24) hours after purchasing the same. City residents who fail to purchase and display their required city licenses by the due date-provided in this title shall be required to pay a late fee of thirteen dollars ($13.00) in addition to the license fee prescribed for the purchase of the licenses.
