Every owner of a motor vehicle (including motorcycles, motor bicycles, motorscooters and mopeds) who resides within the corporate limits of the city shall be required to pay each year to the city clerk a tax or a license fee for the use of each motor vehicle they own which is used on any public street, road, highway or other public way within the corporate limits of the city.
