No person shall drive a motor vehicle at a speed in excess of twenty (20) miles per hour while passing a school zone or while traveling upon any public thoroughfare on or across which children pass going to and from school during school days when school children are present. Signs to be posted to indicate this restriction include the following:

    At the intersections of Main Street and Parkview and Parkview and Admiral Parkway.

    On McDannold Drive.

    On Temple Street from Main Street to the entrance of Bolm-Schuhkraft Memorial Park.
